Ranking criteria:
-
Ranking 1-12 is based on the results of the 1st
Cup in Lisbon;
-
Ranking 13-16 is based on the chronological
confirmation of participation for this 2nd Cup (first confirmed=13,
last confirmed =16);
-
Maximum 1 “mixed”
team per group. Based on this rule (to avoid 2 mixed teams in one group), ESMA and
EBA were ranked before FVO and Frontex (although the later two confirmed first)
